Dr. Mokhtar b. Dato’ Hj Nawawi telah mendapat Ijazah Bacelor Sains (Pengajian Alam Sekitar) daripada Universiti Pertanian Malaysia (sekarang Universiti Putra Malaysia), Master Sains dalam Pendidikan Sains dan Alam Sekitar daripada Indiana University, USA, dan Ijazah Doktor Pendidikan dalam bidang Reka Bentuk dan Pembangunan Pengajaran daripada Syracuse University, New York, USA. Beliau telah dilantik sebagai pensyarah di Fakulti Pengajian Pendidikan pada tahun 1985. Selain menjadi pensyarah, beliau kini menjadi Ketua, Jabatan Asas Pendidikan di Fakulti Pengajian Pendidikan, dan penyelidik bersekutu di Institut Penyelidikan Matematik,(INSPEM), UPM. Sebagai pensyarah beliau mengendalikan kursus teknologi pendidikan diperingkat bachelor dan siswazah. Beliau juga aktif menjalankan penyelidikan yang berkaitan dengan bidang teknologi pendidikan seperti integrasi media pengajaran dalam pengajaran dan pembelajaran, kondisi yang membantu penggunaan inovasi teknologi dalam pengajaran dan pembelajaran dan  mereka bentuk pengajaran yang berkesan. Dari segi perkhidmatan professional beliau juga terlibat dalam mengendalikan kursus atau latihan dalam bidang pendidikan untuk staf UPM dan agensi luar.

Dr Mokhtar b. Dato’ Hj Nawawi obtained his Bachelor of Science (Environmental Studies) degree from Univeristi Pertanian Malaysia (now known as Universiti Putra Malaysia), a Masters of Science (Science and Environmental Education) degree from Indiana University, USA, and  a Doctor of Education degree in Instructional Design and Development from Syracuse University, New York, USA. He was appointed as a lecturer at the Faculty of Educational Studies in 1985. Besides being a lecturer, currently he is the Head, Department of Foundations of Education at the Faculty of Educational Studies, and an associate researcher at UPM’s Institute for Mathematical research (INSPEM). As a lecturer, he conducts courses in educational technology at the bachelor’s and graduate level. He is also actively involved in conducting researches related to educational technology such as integration of instructional media in teaching and learning, conditions facilitating use of technological innovations in teaching and learning and designing effective instruction. In terms of professional services he is also involve in conducting courses or training in the field of education for UPM staff and outside agencies.
